Using Google Maps Api, I've created my own xml driven map program with completely customizable pop-ups and map locations. It's actually very easy and only took me about an afternoon to figure out.Check out the xml file that drives it too.
There's still quite a bit of code that you have to write to interact with the api's libraries, but Google definately makes it easier.
